DBE Reevaluations Tracker
- Oklahoma is now accepting DBE reevaluation applications. No deadline for submissions has been set.
- Wyoming is also now accepting DBE reevaluation applications. They have established July 1, 2026 as a target date for submissions.
- Iowa has set a target for substantial completion of their reevaluation of firms for April 2026.
- Tennessee aims to have all in-state reevaluation reviews and decisions complete by June 15, 2026
- Virginia aims to resume setting DBE contract goals on July 1, 2026
- Alaska aims to have a finalized DBE/ACDBE Directory with certified firms by June 2026
- Idaho has established 5/1/2026 as a "move forward date". They will make an announcement after 5/1 to begin accepting and processing new and interstate application
- Mississippi anticipates reactivating the full DBE program for MS firms by June 1, 2026
- North Dakota's new DBE Directory will go live June 1, 2026. They have a tentative full program restart date of 10/1/2026.
- South Carolina DOT's website is announcing their intent to accept submissions for DBE certification reevaluation. Their deadline for submissions is June 1, 2026. Their goal is to have their reevaluation process complete by July 20, 2026, when they will begin accepting interstate certifications. The link to the website is here.
- Washington, DC is open for reevaluation! The District DOT published a press release yesterday (April 29) announcing their intent to accept submissions for DBE certification reevaluation. Their goal is to complete all reevaluations by October 1, 2026. The press release is here.
- Illinois: Completed the reevaluations for recertification and submitted them to the U.S. Department of Transportation. This means that they have a certified pool of DBEs and will be adding DBE goals to projects soon.
- Hawaii: 30-day deactivation response period has begun for non-respondents. Firms that did not submit a Declaration of Intent by April 17, 2026 have been temporarily deactivated from the DBE/ACDBE program. Deactivation initiates a 30-day response period (April 17, 2026 to May 16, 2026) during which firms may still submit a complete Declaration of Intent and proceed with the reevaluation process. https://hidot.hawaii.gov/administration/ocr/dbe/
- Louisiana has opened its DBE recertification process - their Personal Narrative form is attached here. A press release can be found here.
- Michigan DOT has completed its reevaluation and will be reinstating the DBE Program that applies a DBE goal on bid letting items, effective with their April 3, 2026, bid letting. Their Contractor Announcement is attached here and includes Frequently Asked Questions. Attached here are their program updates.
- Massachusetts: MassUCP is mailing all firms in their current DBE directory a Request for Information and Guidance document to commence the DBE reevaluation process. The response to the RFI will be due by May 26, 2026.
- South Carolina: SCUCP has developed the reevaluation process and is currently awaiting final review from leadership, FHWA, and the Aviation Association. Additional details are forthcoming.
- Oklahoma: ODOT is drafting a personal narrative template and working with B2GNow on site submittal details.
- Texas: The Texas Unified Certification Program (TUCP) will accept DBE and ACDBE reevaluation documentation beginning Monday, March 30 through Thursday, April 30, 2026.
- Alabama: The Alabama Unified Certification Program (ALUCP), in conjunction with the Alabama Department of Transportation (ALDOT), is initiating reevaluations beginning March 31, 2026. All required documentation must be submitted within 45 days of notice date (3-31-26).
